You've got to mention Jack Adler as the art director/painter of these covers. They were done at his direction and in some cases he painted the gray tones over the penciller's art. It was also done at his instigation and he was the liason with the engraver and printer to achieve the final result.

He was very responsible for the high quality of DC's printed books during the Silver Age.

Yes, Jack Adler was heavily involved in the printing production of the ink wash covers but having seen a number of the original art for these covers, they are complete ink/wash covers completed by the artists and then Adler supervised the color and effect! In an interview I did with Jerry Grandenetti in the mid-1990's he described in detail about his contribution and even claimed it was his idea...we can take that with a grain of salt but Grandenetti created much of the art for these covers (second only to Russ Heath!) Jerry related how the cover to G.I. Combat #76 was done in the sepia tones it was printed in!
